For the MSA Report, this analysis compares the percentage of Students in Baltimore City with that of Students in Maryland generally for 2003, 2004, and 2005 at the BASIC LEVEL of achievement. Students at this level are unable to adequately read and comprehend grade appropriate literature and informational passages; and for BASIC LEVEL Mathematics, students at this level demonstrate only partial mastery of the skills and concepts defined in the Maryland Mathematics Content Standards.

The result of the analysis is a ratio of the two percentages for any particular Grade Level, Subject, and "Racial" group that evaluates Student achievement (at the BASIC LEVEL) from 2003 to 2004, and 2004 to 2005 by indicating the magnitude of difference of the two percentages (Baltimore City vs the State) for each testing period.

For the Maryland High School Assessment Scores, the analysis compares the percentage of students passing each subject test in Baltimore City with students in the State overall for 2004 and 2005.

    Conclusions:
  1. Grade 3:

    • 2003-2004 (READING): For each "racial" grouping, a general decline in student achievement as indicated by a relative increase in the percentage of students at the Basic Level of achievement; overall, a 30% decline in achievement.

    • 2004-2005 (READING): Except for improvement among Native American students, a general decline in student achievement as indicated by a relative increase in the percentage of students at the Basic Level of achievement: an 84% improvement for Native Americans, a 25 % decline for Asians, no improvement for African Americans, a 26% decline for Whites, and a 10% decline for Hispanics; overall no improvement.

    • 2004-2005(MATHEMATICS): An improvement among Native American and Asian Students, 18% and 41% respectively; and, a 9% decline for African American Students, an 125% decline for White Students, and a 27% decline for Hispanic Students; over all, no change
  2. Grade 8:

    • 2003-2004(READING): For each "racial" grouping, and overall, no significant improvement in student achievement. Generally, the relative percentage of students at the Basic Level of achievement remained the same.

    • 2004-2005(READING): A general decline in student achievement as indicated by a relative increase in the percentage of students at the Basic Level of achievement: no improvement for Native Americans, a 47% decline for Asians, a 9% decline for Africian Americans, a 15% decline for Whites, and an 18% decline for Hispanics; overall a 14% decline in achievement.

    • 2004-2005(MATHEMATICS): For each "racial" grouping, a general decline in student achievement as indicated by a relative increase in the percentage of students at the Basic Level of achievement; overall, a 23% decline in achievement
  3. Grade 10:

    • 2003-2004: For each "racial" grouping, a general decline in student achievement as indicaled by an increase in the relative percentage of students at the Basic Level of achievement from 2003 to 2004; overall no improvement.

    • 2004-2005: complete data not available

  4. Geometry: From 2004-2005, an approximately 4% increase in the percentage of students in Baltimore City at the Basic Level of achievement when compared with students at the Basic Level of achievement in the State overall.

    • 70% of Baltimore City High Schools (30 City High Schools out of a total of 43 High Schools) are on a State Watch List, required by the Federal Government as a consequence of the decline in Geometry Scores within Baltimore City High Schools.

  5. High School Assessment Scores:

    • Biology: From 2004 to 2005, a 17% decline in student scores in Baltimore City when compared with students in the State overall,

    • Government: From 2004 to 2005, a 20% decline in student scores in Baltimore City when compared with students in the State overall,

    • Algebra: From 2004 to 2005, a 28% decline in student scores in Baltimore City when compared with students in the State overall

  6. SAT Scores:

    • For 2005: African Americans scored 27% Lower than Whites, and 11% Lower than Hispanics on the SAT; and Hispanics 14% Lower than Whites, and

    • There has been an increase in the difference, from 33% to 40%, in Combined Mean SAT Scores between Maryland's Historic Public Black Colleges/Universities and Maryland's Other Public Colleges/Universities
